Description:"The National Oceanic and Atmospheric Administration (NOAA) is proposing to construct a pole building at the Northwest Fisheries Science Center Manchester Research Station in Port Orchard, Washington. The Manchester Research Station is owned and operated by NOAA and is located on the western shore of Clam Bay in Kitsap County. This environmental assessment is part of an initial planning process and has been prepared in accordance with provisions of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321 et. seq.), Council on Environmental Quality (CEQ) Regulations for Implementing the Procedural Provisions of the National Environmental Policy Act (40 CFR, Parts 1500-1508), and NOAA's Administrative Order (NAO) 216-6. The environmental assessment describes the proposed facility and operation. It also describes the existing environment, addresses impacts that could be associated with the proposed action, and discusses potential cumulative impacts associated with continued growth of facilities and operations at the Manchester Research Station. Finally, the environmental assessment includes a discussion of alternatives, a list of environmental regulations, and provides conclusions and recommendations.
