Description:The National Ocean Survey (NOS) Strategic Petroleum Reserve (SPR) Support Project was a cooperative, reimbursable project carried out in collaboration with the NOAA Environmental Data and Information Service (EDIS) in response to Department of Energy (DOE) requirements. DOE is implementing the Strategic Petroleum Reserve by storing crude oil in underground salt domes beneath Texas and Louisiana near the Gulf of Mexico coast. Since the present capacity of existing caverns in the salt domes is insufficient for large volumes of oil, additional salt must be dissolved and the resulting brine solution discharged by pipeline into the Gulf of Mexico. The Environmental Protection Agency has issued a permit to DOE, under the National Pollutant Discharge Elimination System, to discharge brine from the West Hackberry SPR storage site into the Gulf of Mexico.
