Description:This document is a strategic plan for a pilot Northeast Monitoring Program (NEMP), in response to a decision memorandum on marine pollution program funding approved by the Deputy Administrator, NCAA, on October 1, 1979. It represents the combined thinking and planning of a working group drawn from NOAA's National Marine Fisheries Service (NMFS), Oceanic and Atmospheric Services (OA), and Research and Development (RD). The program represents an integration of ongoing and planned NOAA marine pollution monitoring activities in the Northeast. The program has been designed to obtain the maximum amount of useful data in the most cost-effective way.
