Description:Equations derived here imply, in contrast to the result of Colton-Monk for R3, that any attempt to obtain structure in the target identification problem must be constrained. For R3h, however, this is seen to be a best possible theoretical result as "F" lies in a finite dimensional subspace; hence, the target identification problem for underwater acoustics must be perpetually plagued by problems of resolution. These need not be insurmountable providing sufficiently many modes propagate. Numerical experiments are presently being made to determine how many these may need to be and will be published in a sequel to the present work.
