"The QC tests in this wind manual have been compiled using the guidance provided by all QARTOD workshops (QARTOD 2003 - 2009). Test suggestions came from operators with extensive experience (see appendix B). Wherever possible, redundant tests have been merged. In some instances, tests have been simplified and are less rigorous than those offered by established providers of wind data. A balance must be struck between the time-sensitive needs of real-time observing systems and the degree of rigor that has been applied to non-real-time systems by operators with decades of QC experience"--Summary.
