Description:"This management plan presents road stabilization opportunities identified by the Horsley Witten Group (HW), St. Croix Environmental Association (SEA), USDA Natural Resources Conservation Service (NRCS), and local residents, for reducing erosion and sediment loading from the Hope and Carton Hill Neighborhood, located on St. Croix, USVI (Figure 1). This assessment project was funded by the NRCS Conservation Technical Assistance Program (CTAP). The Hope and Carton Hill Neighborhood was identified as a chronic source of sediment to Solitude Bay and was listed as one of the priority sites for restoration in the 2011 STXEEMP Watershed Plan ... The purpose of this plan is to: 1) reduce long-term road maintenance requirements; 2) manage uncontrolled stormwater runoff in the neighborhood; 3) provide a plan for pursuing funding; and 4) provide examples of how homeowners associations (HOAs) can better manage dirt roads in the USVI. This project was not intended to provide detailed engineering designs for construction"--Introduction.
