Description:This report summarizes activities performed by NOAA during fiscal year 1988 under the authorities of the National Ocean Pollution Planning Act (NOPPA) of 1978 (P.L. 95-273), Title II of the Marine Protection, Research, and Sanctuaries Act of 1972 (P.L. 92-532), and other Federal statutes. NOAA coordinates marine pollution research and monitoring activities throughout the Federal Government, and conducts a continuing, comprehensive program of assessment of the short-and long-term effects of human activities on the marine environment.
