This report summarizes the different types of agreements (e.g., Community Benefits Agreements and Host Community Agreements) that are becoming more commonplace for community benefit groups (hereinafter CBG or CBGs) or municipalities and offshore wind energy developers to enter into as offshore wind energy development in the Northeast United States increases. In addition, this report examines varying enforcement provisions, or the lack thereof, that previously entered into agreements contain.
