Description:In December, 1982, New Jersey announced that it was closing certain fishing areas and issued human consumption advisories for selected fish. This was prompted by findings of polychlorinated biphenyl {PCB) levels exceeding the Food and Drug Administration {FDA) tolerance of 2 ppm. Bluefish were of particular concern because they are migratory, and it was speculated that a coastwide problem might exist. This possibility was brought to the attention of Congress by the State of New Jersey and Senator Bradley. Subsequently, the National Oceanic and Atmospheric Administration (NOAA) was requested by Congress to coordinate a study with FDA and the Environmental Protection Agency (EPA) on the levels of PCB's in East Coast bluefish to detennine the nature and scope of the problem and any associated health risk.
