Description:The Community Development Quota (CDQ) program, implemented in 1992, brought profound change to western Alaska. In contrast to the traditional subsistence and small boat commercial fisheries, western Alaska residents now have reasonable opportunities to work on factory trawlers capable of fishing the Bering Sea year-round, in shoreside processing plants, and in related seafood industry operations. With CDQs, Bering Sea coastal communities set up partnerships with established corporations in industrial-scale seafood production, delivering massive quantities of groundfish to consumers efficiently and at the lowest price.
