Description:

The Director cancelled the retreat scheduled for the first week in December, 1986 in order to cut costs. However, he directed his staff to prepare its retreat reports as usual because of their importance in good communication and their service as benchmarks in management. This volume represents the collection of these "retreat" reports for fiscal year 1986.
