The Coastal Society held its Seventh Annual Conference in Galveston, Texas, during October 11-14, 1981. The theme of the conference was "Achievements of the '70s, Prospects for the '80s." The Coastal Zone Management Act is almost a decade old. Federal, state, and local governments have had opportunity, time, and resources to prepare and implement coastal management program
