Description:Discharges of oil and hazardous materials can reduce ,the provision of goods and services of publicly owned natural resources, causing a reduction in societal welfare. Legal remedies that do not rely on the theoretical constructs of standard neo-classical welfare economics can hamper the provision of appropriate compensation for natural resource damages. This report attempts to bridge the gap between the legal and economic professions on the application of natural resource damage assessment as required under recently enacted federal and state environmental legislation.
