Description:This is Volume II of a three-volume report. This volume addresses an alternative modeling to the multi-epoch least-squares adjustment (ME-LSA) problem from that presented in Volume I. Much of the introductory material of Volume I is directly relevant here, and for the sake of brevity we do not repeat it. The key factor which allows the estimation of parameters at one epoch from observations made, and constraints imposed, at various other epochs is a model of changes in parameter values (MCPV).
