Description:Congress passed the Ocean Pollution Research and Development and Monitoring Planning Act (PL 95-273) on May 8,1978. This legislation called for establishment of a comprehensive five year plan for Federal ocean pollution research and development and monitoring, emphasizing coordination among the concerned Federal Agencies. The National Oceanic and Atmospheric Administration (NOAA) in consultation with the Office of Science and Technology Policy (OSTP) was designated lead agency in this endeavor.
