Description:"The trawl RCA is a large-scale, depth-based closure, prohibiting bottom trawling for groundfish species off the coasts of Washington, Oregon, and California. The current trawl RCA boundaries were published in the final rule for the 2013-2014 groundfish harvest specifications and management measures (78 FR 580, January 3, 2013). Trawl RCA boundaries have been routinely adjusted over various depths through various inseason actions since creation of the original RCAs in 2003. This final rule will modify trawl RCA boundaries to increase access to target stocks, while relying on the individual accountability of the shorebased trawl Individual Fishing Quota program to reduce bycatch and incidental catch of overfished species. The final rule would only open areas that have been available to bottom trawlers in recent years. However, one small area that has been closed to bottom trawling since October 2004 would remain closed through 2014 under this final rule to allow the Council to complete deliberations on potential changes to Essential Fish Habitat designations"--Cover letter.
