Description:"The proposed action would implement short-term, interim measures for the Pacific coast groundfish fisheries beginning in January, 2011. These interim measures are considered in the context of two major rulemaking actions: (1) a delay in the 2011 harvest specifications and management measures beyond January 2011, and (2) the scheduled implementation of the rationalized trawl fishery in January 2011. The interim measures include: interim reductions to the 2010 harvest level for sablefish; issuance of quota pounds for individual fishing quota (IFQ) species; revisions to the calculation for the Pacific halibut trawl bycatch mortality limit; and establishment of the trawl Rockfish Conservation Areas and landing allowances for non-lFQ species and Pacific whiting. The impacts of this interim action are not anticipated to be significant because they make relatively minor regulatory adjustments to the Pacific coast groundfish fishery, but would otherwise allow use of the same gears and fishing techniques as are currently employed. In addition, they are for a short-term time period and they are not anticipated to increase overall harvest of any species during that time period"--Cover letter.
