"On January 16, 2009, NMFS adopted revisions to its guidelines implementing Magnuson-Stevens Act National Standard 1 (74 FR 3178) to prevent and end overfishing and rebuild fisheries. Amendment 23 would implement a new fishery specification framework to the FMP including: Overfishing limits (OFLs), an acceptable biological catch (ABC) that incorporates a scientific uncertainty buffer in specifications, annual catch limits (ACLs), and annual catch targets (ACTs). These new specifications are designed to better account for scientific and management uncertainty and to prevent overfishing"--Cover letter.
