"The purpose of this policy is to address how the National Marine Sanctuary Program (NMSP) will consider proposals to establish artificial reefs in sanctuaries ... [b]ecause the impacts of artificial reefs are not entirely understood, the NMSP will proceed cautiously in considering permits for artificial reef development in [national marine sanctuaries]."
