Description:"This report summarizes Part 2 of the 3-year review report requirement; Part 1 was completed April 2011. During the preparation of the Part 2 report, on September 15, 2011, the SBRM Omnibus Amendment was vacated by the U.S. District Court for the District of Columbia. The regulations implementing the SBRM were removed by the National Marine Fisheries Service on December 29, 2011. The SBRM Fishery Management Action Team (FMAT) agreed to continue to complete Part 2 of the 2011 SBRM 3-year Review Report, recognizing that the analyses conducted may be useful for future SBRM amendments"--Executive summary
