Description:By 1986, more than 150 national entities had signed the convention ratifying the Law of the Sea Treaty. Significantly, the United States was not among the signatories. Nor were the United Kingdom, the Federal Republic of Germany, and the Soviet Union. In fact, none of the states that might have borne the major financial burden of financing the Treaty's International Seabed Authority and its enterprise are among the group. And so, the question arises--is the Law of Sea Treaty a success or a failure? In this intimate account, the head of the U.S. delegation to the final Law of the Sea Conference session appraises its outcome and examines some events that led inexorably to the current state of affairs.
