  "The QC tests in this WL manual have been compiled using the guidance provided by all QARTOD works hops (QARTOD 2003 - 2009) . Test suggestions came from operators with extensive experience. Wherever possible, redundant tests have been merged. In some instances, tests have been simplified and are less rigorous than those offered by established providers of WL data. A balance must be struck between the time-sensitive needs of real-time observing systems and the degree of rigor that has been applied to non-real-time systems by operators with decades of QC experience"--Summary.
