Description:This document outlines a set of strategies proposed to address three themes that cut across all of the water quality issues for the Water Quality Protection Program — regional monitoring, data access, and interagency coordination. This plan builds upon the first action plan for the WQPP, Implementing Solutions to Urban Runoff. References to institutions and their roles in implementing this plan are proposals put forth by the multi-agency planning team. Ultimate authority to proceed on and implement any of these proposed strategies remains with the institutions themselves. This document was produced as part of a National Ocean Service Partnership Project between the Strategic Environmental Assessments (SEA) Division of the Office of Ocean Resources Conservation and Assessment, the Monterey Bay National Marine Sanctuary of the Office of Ocean and Coastal Resource Management, and the State of California. This partnership has brought together the SEA Division's expertise in integrated coastal management, the Sanctuary’s special knowledge of management concerns, and the perspective of many State and local agencies, public and private groups on the need for more effective environmental management. This joint effort will forge a solid foundation for continuing stewardship of water quality in the Sanctuary region.
