Description:"This document presents an analysis of a proposed regulatory action pertaining to the use of spearfishing gear and spearfishing activities in Gray's Reef National Marine Sanctuary (GRNMS). The preferred alternative analyzed in this environmental assessment (EA) is to (1) prohibit the use of all spearfishing gear in the sanctuary; and (2) restrict possession or carrying of spearfishing equipment in the sanctuary by requiring that it be stowed and unavailable for immediate use and only on vessels that are passing through the sanctuary without interruption. The other alternative considered and analyzed in this document is a 'no action' alternative that would leave the current regulations unchanged.
