  "The Georges Bank Cod Fixed Gear Sector (Fixed Gear Sector) has submitted the Fixed Gear Sector Operations Plan, and requests an annual catch entitlement (ACE) of all regulated groundfish authorized by Amendment 16 to the Northeast Multispecies Fishery Management Plan (FMP), for fishing year (FY) 2010. This Environmental Assessment (EA) was prepared in accordance with Amendment 16 and the National Environmental Policy Act (NEPA). The initial Sector allocation proposal for the Fixed Gear Sector was submitted under Framework (FW) 42 to the Northeast Multispecies FMP and was originally implemented in November 2006. The Fixed Gear Sector Operations Plan has previously been approved for FYs 2006, 2007, 2008, and 2009"--Page 1.
