    This implementation plan is specific to the role of NOAA Fisheries in the cooperative research and cooperative management of marine recreational fisheries in the Greater Atlantic Region. The goal of this implementation plan is to guide our actions related to recreational fisheries. It lays out our commitment to continue to take an active role in the collaborative development of management measures, to provide scientific expertise and data, and to implement regulations within our jurisdiction. Our partners from the Councils, Commission, and state management agencies each have responsibilities to manage recreational fisheries within their jurisdictions and this plan identifies pathways to improve collaboration and support for our management partners2 . The actions detailed in the plan work within the framework of Council priorities, objectives, and management strategies to help guide the Agency in better incorporating recreational fishing issues into our responsibilities and decision-making.
