    Covers five coastal zone subareas of New York state: the Lake Erie-Niagara River subarea, wich includes all of Niagara County; the Lake Ontario-St. Lawrence River subarea; the Hudson River subarea, which extends from the federal dam in Albany and Rensselaer Counties downstream to teh New York City boundary; the New York City subarea and; the Long Island subarea.
