"Production, storage, transport, and disposal of hazardous substances are concerns which are rapidly rising to the forefront of national attention. This "Handbook" presents an overview of the legal and institutional framework governing the waterborne transportation of hazardous materials. A major criticism of toxic substances legislation is that overlapping authority and a variety of laws have produced a needlessly complex regulatory system. This is, in part, a reflection of the rapid development of chemical products and a consequent proliferation of waste products. Concerned with the federal laws as well as Mississippi and Alabama state laws, this reference guide is intended to aid local and administrative personnel and elected officials in gaining insight into the field"--National Sea Grant Library publication website.
