Description:"The major objective of the study was to explore various factors and issues associated with the erosion control provisions of Michigan Public Act 148 (1976), entitled Certain public improvements by townships. One of the objectives of Act 148 was to provide communities facing severe shore erosion problems a method that would allow a "community approach" to dealing with shore erosion ... The purpose of this study was to explore the feasibility of the special assessment district concept and to provide an overview of the various issues and factors that must be considered in the potential implementation of the Act by a given unit of government."--Page 1-2.
