  For a number of Mid-Atlantic trawl caught species, the Mid-Atlantic Fisheries Management Council, Atlantic States Marine Fisheries Council, and National Marine Fisheries Service have identified the targeting of mature adult fish and the avoidance of juvenile fish as a primary tool in achieving the rebuilding and mortality objectives of current management plans. Specifically for scup (Stenotomus chrysops), the reduction of catch and discards of juvenile scup is a primary objective of the rebuilding plan for scup.
