Description:"The purpose of this document is to summarize the assessment of capacity building needs, and therefore present a type of diagnosis of the complex set of issues that affect coral reef management. While there can be no perfect blueprint or exact course of action for building precise capacity person by person or institution by institution, a prescription on how to continue to build capacity is offered and how to sustain a capacity building strategy to implement goals and objectives as defined in the USVI Priority Setting Document. There is much capacity present in the USVI coral reef management system and some successful examples are mentioned. However, a holistic, clear and detailed strategy is needed to routinely assess capacity and continually build capacity across the wide network of implementing partner organizations"--Preface.
