Description:NOAA Technical Memorandum NWSTM ER 38 describes an objective technique for the use of primitive equation (PE) model output to forecast winter probability of precipitation (POP) in the northeast coastal sections of the United States. These forecasts are now computer-derived and then transmitted as experimental PoP forecasts on teletype circuit 7072, using a heading of FOUS 3.
