This paper examines the potential impact on harbor porpoise bycatch if New Jersey monkfish fishers use 12-inch mesh gillnets with 0.81 mm twine size, as required by the Sturgeon Plan, rather than 0.9 mm twine size, as required by the Harbor Porpoise Plan.
