Section 1 of this report provides an overview of BOEM’s authority to implement final lease sale terms and stipulations and whether there are any limits placed on that authority. Section 2 of this report provides an overview of BOEM’s process for issuing leases on a competitive basis and opportunities for public comment therein. Lastly, Section 3 of this report provides an overview of BOEM’s process for issuing leases on a noncompetitive basis and opportunities for public comment in that process.
