Because of the need for FCM funds and offshore wind development’s potential impacts on state waters, some have expressed interest in how FCM may fit into the CZMA consistency review process. This report examines FCM and the CZMA consistency review process. This report then looks at how FCM may be incorporated in the consistency review process.
