This report will examine the legal doctrine of preemption as it applies to the interaction between federal, state, and local law. It will also detail New Hampshire’s Dillon’s Rule status, which provides the structure for its local government’s authority, before providing information on the regulatory structure of offshore wind onshore infrastructure development and the responsibility for control of renewable energy infrastructure in New Hampshire.
