Description:This paper evaluates sources of legal authority regulating or prohibiting fat tire bicycle use in or near shorebird habitats. Specifically, the paper examines the framework as applicable to one coastal barrier beach in Westerly, Rhode Island that provides critical habitat for migratory birds and ground-nesting shorebirds—Napatree Point Conservation Area (Napatree).
