Description:This paper reviews the legal framework for utilizing existing highway rights-of-way for renewable energy high-voltage direct current transmission projects, also referred to generally as “co-location.” It reviews federal and state laws and regulations that govern such co-location and identifies and reviews other state actions that may promote it.
