    In January 1987 the South Atlantic Fishery Management Council (SAFMC) appointed the SAFMC Red Drum Steering Committee to begin review of the status of the red drum fishery in the South Atlantic. The SAFMC voted for the development of a fishery management plan for Atlantic Coast red drum in March 1987, noting the importance of the fishery and the potential for overexploitation of the fish stock by both commercial and recreational fishermen as occurred in the Gulf of Mexico. The initial action of the Council was to appoint the Red Drum Plan Development Team in June 1987; an Advisory Panel was selected in September 1987. In 1988 the SAFMC requested the NMFS SEFC to prepare a stock assessment for Atlantic Coast red drum. The main directive of the Plan Development Team was to develop a profile of the fishery along the Atlantic Coast to be used as the source document for the Atlantic Coast Red Drum Fishery Management Plan.
