  The 1998 Guidelines for National Standard I (Optimum Yield) ofthe MagnusonStevens Fishery Conservation and Management Act, 50 CFR Part 600, state: "In general, Councils should adopt a precautionary approach to specification ofOY. " Because of the technical nature ofthe task, NMFS convened a panel of scientists to provide technical guidance on specifying O Y that is consistent with the Guidelines (NS Gs). The technical guidance is contained in this document.
