An important question raised in development of the NOAA Long-Range Plan deals with the appropriate role for NOAA in Federal decisions regarding alteration of coastal, oceanic, and other habitats. After discussion at the December 1983 NOAA Management Retreat, the Administrator requested development of a Habitat Alterations l/ Policy which would address NOA.A's role. In response, the NOAA Habitat Alterations Work Group developed the following policy.
