Description:This atlas is the first product of a project jointly sponsored by the Council of Environmental Quality (CEQ) and the Office of Coastal Zone Management (OCZM), National Oceanic and Atmospheric Administration (NOAA). The project was conceived in January 1979 at a meeting between CEQ and OCZM/NOAA following lengthy debates on proposals for the construction of major petroleum refineries in Eastport, Maine, and Portsmouth, Virginia. Concurrently, the Department of Energy had forecast the need for up to twelve additional refineries on the East Coast. CEQ suggested the preparation of a set of maps of the East Coast that would identify areas least suitable for major developments. The maps would be used by CEQ, NOAA, and other agencies of the federal government, as well as the private sector, for advance planning and evaluation of the various activities affecting coastal and ocean resources.
