Description:The author of this Special Report has directed the National Severe Storms Laboratory (NSSL) since its formal inception at Norman, Oklahoma, in 1964. He has presented here details about the workings of a government laboratory that are often accessible to the public only with great difficulty. This report discusses what a typical government laboratory is involved with, where its funds come from, and where they go. Meant for both scientists and laymen, the report summarizes the history and the programs of the laboratory through September 1976. Objectives, organization, biographical sketches of staff, facilities, resources, key successes, current research, and outlook for the future are all included.
