Description:The Treaty of Rome (signed March 25, 1957) established the European Economic Community - Germany, France, Italy, the Netherlands, Belgium and Luxembourg- effective January 1, 1958. The customs union was realized on July 1, 1968 when intra-EEC tariffs were eliminated and the Common External Tariff (CXT) was made fully effective toward non-EEC countries. In 1967, the Commission of the European Communities was formed with the Council of Ministers of member governments acting on proposals presented by the Commission. Although the Common Agricultural Policy has been in effect for many years, the Common Fisheries Policy was only put into effect February 1, 1971. Membership negotiations between the EC and the United Kingdom were recently completed and negotiations with Norway, Denmark and Ireland are well advanced. Accession of the four new members is planned for January 1, 1973.
