Description:"This report focuses on the island, people and fisheries of St. Croix, United States Virgin Islands (USVI). In doing so it attempts to determine if the island, as a whole, can be considered a fishing community as defined by the Magnuson Stevens Fishery Conservation and Management Act. The reasoning for identifying the entire island as a single fishing community is based on local dependency on marine resources as well as the long cultural connection the people and island of St. Croix have with fishing. Among the factors examined to support this recommendation are residential patterns of those involved in all aspects of commercial fishing, fishing locations, locations of launching and landing sites, direct and indirect ties of commercial fishing to other local industries, and the fact that almost 100 percent of the marine resources harvested in St. Croix are landed, purchased and consumed in St. Croix. There is precedence for designating an island a fishing community as seen in the Western Pacific Region where the seven inhabited islands of the State of Hawaii and the United States territories of Guam, American Samoa, and the Northern Marianas are so designated. The findings from this report are based on published literature, analysis of secondary data including U.S. Census data, and analysis of primary data collected by the authors that includes more than 100 systematically collected surveys and 150 additional interviews with St. Croix residents. Ethnographic methods were used to collect additional data. Both quantitative and qualitative analyses were used to analyze the data.
