Description:"The purpose of this report is to review the programs, policies, legislation, and funding sources used by individual states and local governments to address abandoned vessels. We conducted a phone and internet-based survey of thirty-six states and territories to gather the information presented in this document. While a few inland states were contacted, the majority of states and territories surveyed border the Atlantic Ocean, Pacific Ocean or the Great Lakes. Management of abandoned vessel issues varies by state and depends on local interpretation, motivation, and action. Appendix A includes detailed information for each state regarding the topics discussed below. This report is a brief summary of abandoned vessel laws and programs. Furthermore, state and local solutions to abandoned and derelict vessels continue to evolve and many jurisdictions are actively pursuing new legislation.
