Description:This first 5-year Federal Plan is therefore intended to give overall policy guidance to efforts to plan and coordinate the Federal activities related to ocean pollution research, development, and monitoring. Recognizing that individual agencies need flexibility and autonomy to respond to their own specific missions, it is the intent of the Federal Plan to encourage agencies to meet their own needs, to the maximum extent possible, within the context of an overall Federal direction and to develop mechanisms for linking together the many efforts which address the problem of ocean pollution.
