Description:One of NOAA's long term goals (submitted to DoC) is to "develop cost-effective applications of remote sensing techniques to support improved atmospheric and oceanic forecasts and services as an aid to industry and the public." One of the three 1984 planning period objectives associated with that goal is to "begin implementation of operational VAS ground data handling systems and continue the VAS assessment activities." This plan describes a program for accomplishing that objective and improving NOAA's weather services through the operational integration of the VAS capabilities.
