Description:Proposed Action: Establish a new Comprehensive Fishery Management Plan (FMP) for the St. Thomas/St. John exclusive economic zone (St. Thomas/St. John FMP) prepared by the Caribbean Fishery Management Council and repeal the existing U.S. Caribbean-wide FMPs with respect measures applicable within the St. Thomas/St. John Exclusive Economic Zone. The action would also modify the composition of the stocks to be managed under the St. Thomas/St. John FMP, organize those stocks for effective management, establish management reference points for managed stocks, establish accountability measures, identify essential fish habitat for stocks new to management, and establish framework measures.
This Environmental Assessment (EA) is being prepared using the 1978 Council on Environmental Quality (CEQ) regulations on the National Environmental Policy Act (NEPA). On July 16, 2020, the CEQ finalized revisions to its NEPA regulations and the regulations took effect on September 14, 2020, 85 FR 43304 (July 16, 2020). NEPA reviews initiated prior to the September 14, 2020 effective date may be conducted using the 1978 version of the regulations. The National Marine Fisheries Service (NMFS) began this NEPA process on March 12, 2014, with the publication of a notice of intent to prepare an Environmental Impact Statement. Thereafter, on April 9, 2019, NMFS published a revised notice of an intent to prepare an EA. The agency has decided to proceed under the 1978 regulations.
