    Our 1984-1985 biennial report describes the components of Texas Sea Grant. Moreover, we hope it explains why these particular projects were selected in the first place. Sea Grant itself is a partnership of university, government and industry, focusing on marine research, education and advisory service. Nationally, Sea Grant began in 1966 with the passage of the Sea Grant Program and College Act. Patterned after the Land Grant Act of the 1860s, the Sea Grant concept is a practical, broad-based scientific effort to better the world for all those living in and out of the sea.
